The California Current System is one of the best studied ocean regions of the world, and the level of oceanographic information available is perhaps only surpassed by the northeast and northwest Atlantic.  The current literature (later than 1993) offers no comprehensive, integrated review of the regional fisheries oceanography of the California Current System. This volume summarizes information of more than 60-year California Cooperative Oceanic Fisheries Investigation (CalCOFI). While providing a large bibliography, the intent was to extract themes relevant to current research rather than to prepare a compendious review of the literature.  The work presents a useful review and reference point for multidisciplinary fisheries scientists and biological oceanographers new to working in the California Current System, and to specialists wishing to access information outside their core areas of expertise.

This book provides an original and groundbreaking account of the applicability and key contributions of international law to small-scale fisheries, a fisheries subsector that has been historically overlooked by governments and international legal scholarship. Small-scale fisheries constitute most of the world's capture fisheries workforce; they sustain the livelihoods of fishers and their communities while building and transmitting traditional knowledge and culture. Significant attention has been given to small-scale fisheries by the international community over the past decade, building the momentum for dedicated research on such a topic. Nevertheless, the literature examining small-scale fisheries from an international legal perspective remains scarce. This book fills this gap by systemically examining different international legal regimes to unravel the normative foundations for securing the meaningful participation of small-scale fisheries peoples in international fisheries management. It connects the ecosystem approach, a key principle of international fisheries law, and the human rights regime to elucidate the benefits that participatory international fisheries management brings to enhance both the ecological and social aspects of fisheries sustainability. It also examines the extent to which fisheries governance is democratic, and provides an enabling framework for the integration of fishers' knowledge into international fisheries management. It is thereby oriented toward more justice and fair outcomes for small-scale fisheries.

This book explores in detail the complexity of Illegal, Unreported, and Unregulated (IUU) fishing and highlights its impact on food safety and the regulatory framework of the European Union to combat it. Divided into five chapters, the book collects and synthesizes data and information from the most authoritative and exhaustive sources published to date, providing a comprehensive and detailed narrative of IUU fishing. After defining and contextualizing the phenomenon, the book analyzes the modus operandi of IUU fishing operations, emphasizing the complexity and transnational scope of such activities. It unravels the multiple causes and subtle motives that perpetuate the phenomenon and quantifies the interconnected environmental, economic, and social impacts of IUU fishing on a global scale, clarifying the involvement of organized crime. In particular, the book demonstrates the real risk that IUU fishing products pose to food safety and consumer interests worldwide, including industrialized countries with highly regulated seafood markets. The third chapter outlines the functioning and current state of the global fight against IUU fishing, with a focus on the past, present, and future efforts of the European Union. The book is structured into five chapters: after a short introduction presented in the first chapter, where some generic information is given about IUU fishing, the second chapter defines and contextualizes IUU fishing in detail, analyzing its modus operandi and exploring the causes of its persistence; the third chapter explores the environmental, economic, and social impacts of IUU fishing, encompassing links to organized crime, as well as the food hygiene and safety implications, including the risk of food fraud; the fourth chapter examines countermeasures against IUU fishing, focusing on the responsibilities of the States involved in the supply chain and outlining the main international provisions, with particular emphasis on the European Union's legal framework; in the fifth chapter the Authors formulate their conclusions in light of all discussed aspects. This book is an indispensable resource for gaining a comprehensive and up-to-date understanding of IUU fishing and provides an insider's perspective on its implications for food safety and the European Union's legal framework for its contrast. This book provides a transdisciplinary assessment of multiple countries' legal and policy frameworks vis-à-vis the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication, adopted in 2014 by the Committee on Fisheries of the Food and Agriculture Organization of the United Nations. Based on an appraisal framework used to facilitate the unpacking of those frameworks, this book collects country experiences and regional perspectives on a range of cross-cutting issues underpinning the protection of the rights and the promotion of justice for small-scale fishers and their communities. This book aims to be the first collection to present a systematic and in-depth assessment of existing national legal and policy frameworks vis-à-vis the SSF Guidelines. This assessment is done through the transdisciplinary and collaborative work of researchers, governments, and civil society organizations for the analysis of the cross-thematic questions, which the contributors of this book aim to address. Firstly, what are the relevant laws and policies that matter for securing rights of small-scale fishers and their communities? How are small-scale fisheries defined by national laws and policies? How are small-scale fisheries treated (i.e., specifically or generally) in these instruments? Are there specific provisions and references to small-scale fisheries or any of its associated terminologies (e.g., artisanal, subsistence, traditional, indigenous)? Secondly, how the relevant instruments address the 8 small-scale fisheries key issues outlined in that rapid appraisal study? What are the strengths and gaps in these instruments? Do they address issues that are not covered by the SSF Guidelines? Do they contribute to clarifying other legal issues that are relevant for sustainable small-scale fisheries? Finally, since the book also aims to explore the accessibility of these legal and policy instruments for those to which they matter the most (the small-scale fishers), the following questions were also considered: What challenges do they face in knowing and understanding the relevant laws and policies in place? Which tools, measures and processes are available in the countries to ensure small-scale fishers can claim for their rights? This book examines how the EU and international law frameworks impact the EU's ability to act normatively in its external action in the area of fisheries. The EU, a major fishing power, portrays itself as a normative actor and a champion of sustainable fishing. The volume reconceptualises the Normative Power Europe narrative by identifying three interrelated elements - universality, use of instruments, and legitimacy - as the key criteria against which to evaluate the normativity of the EU's conduct. The universality element examines the level of international acceptance of the stated aims of EU action; the use of instruments element examines the EU's participation limitations in relevant international institutions and the means (persuasion as opposed to coercion) through which it acts; and the legitimacy element examines the substance of the EU's action in terms of legality, protection of common or self-interests, and coherence and consistency.  The book draws upon extensive research into both the international and EU legal frameworks relating to fisheries and the EU's practice in its external fisheries relations. It consecutively discusses four sets of challenges: (i) to the EU's normativity posed by lack of membership in global institutions; (ii) created notwithstanding membership in other global or regional bodies; (iii) connected to multileveled coercive action and (iv) to accessing foreign fishing resources. It claims that, while the EU's normativity depends greatly on its internal and external powers, it is the EU's inability to freely wield these powers that damages its normativity. To act normatively, the EU primarily needs the full Member States' support, as its present constitution prevents it from acting completely independently from them. Focusing on the experiences of Thailand and Australia, this book examines the impact of trade-restrictive measures as related to the EU's regulations to prevent Illegal, Unreported and Unregulated (IUU) fishing. It is widely accepted that IUU fishing is harmful, and should be stopped, but there are different approaches to tackling it. Acknowledging this, this book argues that major efforts to fight IUU fishing require careful analyses if the goal is to achieve optimal results and avoid unintended consequences. The book draws on the recent experiences of Thailand and Australia to offer an empirical examination of one increasingly prominent solution, trade-restrictive measures. With Thailand representing direct, active intervention by the EU and Australia a more indirect dispersion of policy narratives and discourses, the book provides a rounded view on how likely it is that different countries in different situations will adapt to the changing policy norms regarding IUU fishing. Understanding the reactions of countries who might be targeted, or otherwise be influenced by the policy, generates new knowledge that helps inform a more effective and scalable implementation of the policy on the part of the EU and a better governance preparedness on the part of non-EU fishing nations. In broader terms, this book exposes a key moment of change in the compatibility between environmental regulations and international trade. The EU IUU policy is a prime example of a policy that uses the mechanisms of international trade to account for environmental and conservation objectives. By way of the unilateral and trade-restrictive stance against IUU fishing, the EU has positioned itself as a major market and normative power, driving its sustainability norms outwards. This book sheds light on the efficacy of this policy setup based on the analysis of country perspectives, which is a key factor influencing its potential spread. This Open Access book on Ocean Governance examines sustainability challenges facing our oceans today. The book is organized into three sections: knowledge systems, policy foundations and thematic analyses. The knowledge produced in the book was catalyzed by the scientific outcomes within the European-funded Cooperation in Science and Technology (COST) network "Ocean Governance for Sustainability - Challenges, Options and the Role of Science". This network brings together scientists, policy-makers and civil society representatives from 28 nation states to cooperate on ocean governance research. This book offers a compilation of new research material including focused case studies, broad policy syntheses and reflective chapters on the history and current status of knowledge production systems on ocean governance. New research material is presented, although some chapters draw on secondary sources. The book starts with synthetic review chapters from the editors, outlining past and present knowledge systems, addressing how and why ocean governance for sustainability is where it currently stands with critical reflections on existing narratives, path dependencies and colonialist histories. This is followed by chapters addressing, synthesizing and analyzing different legal and policy frameworks for ocean governance both regionally and internationally. At the core of the book are the thematic analyses, which provide focused case studies with detailed contextual information in support of different ocean governance challenges and sustainability pathways around the world. The book concludes with a chapter explicitly targeting students, researchers and policy-makers with key take-away messages compiled by the editors.

For small-scale fisheries around the world, the Blue Growth and Blue Economy initiatives may provide sustainable development, but only insofar as they align with the global consensus enshrined in the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the context of Food Security and Poverty Eradication. If states do nothing to fulfill the promises they made when they endorsed these guidelines in 2014, the Blue Economy will come at a loss for small-scale fisheries and further their marginalization in the ocean economy. Under the umbrella of Blue Justice, this book demonstrates that these risks are real and must be considered as states implement their sustainable ocean development plans. These are human rights issues, which are embedded into governance principles and institutions and which make a difference for small-scale fisheries people in their daily lives. In stressing the importance of policies and institutions that build on the experiences of small-scale fisheries people in the contexts in which they operate, this book draws on case studies of small-scale fisheries from countries on all continents to clarify what Blue Justice entails for small-scale fisheries and make suggestions for real change.

Examining fisheries, Brexit, the Trade and Cooperation Agreement (TCA) and its consequences for the Fishing Industry in the UK and the EU, this book explores key issues within the complex topic of fisheries after Brexit. Assessing the new fishing relationship between the UK and the EU, which will continue to develop over the next decade, it provides an important study of the state of fisheries post-Brexit. It offers an overview of expert opinion on fisheries post-Brexit, highlighting lessons learned and future developments for fisheries in a post-Brexit world. Having finally signed the Trade and Cooperation Agreement on 31 December 2020 after tense negotiations, the United Kingdom and European Union have found themselves in a new fisheries relationship.
