Railway Transport

This report is one of the visible results of the activities of the European Union Agency for Railways (ERA) in monitoring safety levels and performance. It is also part of the Agency’s effort to provide its stakeholders with a comprehensive overview of the development of railway safety and interoperability in the EU. In accordance with EU legislation, the report has been published by ERA biennially since 2006. Specifically, this publication is the fourth edition of the report on progress on safety and interoperability in the Single European Railway Area (SERA), a joint statutory report mandated by the recast Agency regulation. It follows the two thematic reports that have been published by ERA since 2006. Monitoring the safety and interoperability of the EU railway system is one of the key tasks of ERA. The Agency collects, processes and analyses different sets of data to support its recommendations and opinions. In this way, ERA facilitates evidence-based policymaking at the EU (and country) level. By continuously monitoring and analysing the safety and in-teroperability performance of the EU railway system, the Agency tracks the development of the SERA.

In order to achieve a transition from a transport system centred on the individual car to one centred on (electrified) rail a new focus in infrastructure planning is needed. The preparation of project proposals for the Federal Transport Infrastructure Plan 2030 on the sub-national level in Germany provides an opportunity to study decision-making processes in ministries and compare their respective results in this respect. Using document analysis, expert interviews, qualitative content analysis as well as QCA, this thesis in political science analyses how decision-making processes within bureaucracies impact the decision output in transport infrastructure planning. It contributes to the discussion on bureaucracy-politics interactions that is relevant beyond the German case. One result is that ministries tend to use complex decision-making processes for topics deemed salient as long as the available capacity permits it. Consequently, in order to conduct legitimacy-enhancing steps – such as public participation – a well-funded bureaucracy is indispensable.

Derived from the renowned multi-volume International Encyclopaedia of Laws, this book provides a systematic approach to transport law as applied in Greece. This book is a guide to the economic evaluation of transport policies and investment projects through cost-benefit analysis (CBA). It covers the CBA of transportation projects and policies, and introduces the fundamental concepts of CBA before considering their application in real-world settings. A distinct focus of the book is on the practical applications of CBA. It includes real-world examples of CBA, such as high-speed rail investment and the subsidization of air transport, which illustrate the importance of using a rigorous analytical framework to evaluate transport projects and policies. The primary objective of this book is to present a basic model for the evaluation of transport projects and policies, with explicit assumptions and practical evaluation rules derived from it. The privatisation of the British railway industry was a unique political and economic event. An integrated industry was broken-up into numerous component parts and sold off to private sector interests. The result was a highly fragmented industry that was structurally unsound and operationally dysfunctional. This authoritative volume presents an enlightening portrait of an industry that is less efficient, more costly and still more dependent on state subsidy today than its nationalised predecessor. The nine chapters in this work present a comprehensive and rigorous evaluation of how and why the industry has become so dysfunctional and costly, supported by detailed financial analysis and industry examples. Seven chapters comprise a series of peer-reviewed academic papers by Professor McCartney and Dr Stittle and published in leading international journals over the period 2004-2017 which analyse selected key segments of the privatised industry: where appropriate, updates are provided at the end of these chapters outlining developments since initial publication relevant to the analysis therein. Two chapters are published here for the first time: Chapter 7 reviews the performance of the freight sector, while Chapter 1 'bookends' the volume by providing first, an account of how rail privatisation was conceived and implemented in the 1980s/90s, and then reviews the impact of the pandemic and the proposals of the Williams-Shapps White Paper of 2021 which, if enacted, will effectively end the Major government's experiment.
