Platform Economy and Precarious Work

This book provides a wider understanding of the geographies of the platform economy, focusing on the critical perspectives that have emerged on this new economic and digital context. Technological development, particularly the emergence of big data in combination with platforms, additive manufacturing, advanced robotics, machine learning and the internet of things, has created conditions for the appearance of a new economic context predominantly based on new forms of services. This new economic context has been described as the platform economy or platform capitalism. Other designations have also appeared to describe particular consequences of this new phenomena, such as the gig economy or the sharing economy. There is a significant diversity of scientific fields that are studying topics related to the platform economy. Several studies have emerged from different fields, including, but not limited to, geography, economy, sociology, information science, management, marketing, or the humanities. However, geography has become an important field to understand the platform economy given its critical position over the economic, cultural, and social issues that stem from this new economic context. The purpose of this book is to approach these discussions and offer a critical view of the platform economy from the perspective of geography, stemming from the different subfields of the discipline and not restricted to what has been referred to as Digital Geography. This book will appeal to scholars, undergraduate and postgraduate students in the social sciences. It will be particularly relevant to those with research interests in digital geographies and economic geography, economics and business.

This open access book provides an overview of urban digital platforms such as Airbnb and Deliveroo, which, along with Amazon, Google, Facebook, and other IT companies, constitute by now the infrastructures for other businesses to operate on and for our social life to go on. These platforms serve as standards-based techno-economic systems that simultaneously capture cooperation through remote coordination and organize labor via algorithm management. Based on a three-years research project, this contributed book outlines a general theory of platform capitalism that conceives these platforms not only as technical devices, but as generative engines that operate at the interface of several aspects, such as digitalization of forms of social cooperation; algorithm-based management of labor and participation; and private and vertical appropriation of profits. These elements are somehow iconic of the capitalist evolution of the last decades, and they open up a reflection on new forms of "primitive accumulation" (in particular regarding data), on the mechanisms used to capture and extract social surplus value, and on the logistic-financial dimensions of capital. Finally, in light of the transformations associated with the COVID-19 pandemic, the authors examine how platforms can evolve into hegemonic organizational structures. Assuming we are all already living in the age of the platform, this book takes a multifaceted approach--combining sociology with urban studies, and political sciences with economics--to grasp the challenges our societies face in terms of ensuring fair economic growth, adequate social protections, and labor rights. It will appeal to anyone interested in digital platforms and how they are changing the organization of labor, urban spaces, and forms of governance.

The rapidly growing worldwide platform economy raises a range of competition law issues that need to be addressed not only at a national, but also at supranational and international level. The characteristic features of market structures, the abuse of power in markets, merger control, and the law on unfair trading practices within the platform economy all provide interesting and worthy subject matter for this volume's contributions by international experts.

National Statistical Offices face a growing policy demand for better statistics on digital platform employment and work. New statistical definitions are needed to avoid undercounting the number of people involved in these jobs. In addition, new sources of data, including non-official ones, may be needed to meet the statistical challenges of measuring digital platform employment and work. The OECD, the International Labour Organisation and the European Commission have joined forces to produce this Handbook on Measuring Digital Platform Employment and Work, which assesses measurement options and provides first recommendations on these issues. The Handbook first proposes a general definition of digital platform work and a conceptual framework that helps identify the key features of digital platform employment and work, which statisticians should bear in mind when designing their research objectives and operational protocol.

Digital revolution demands new approaches to regulating work. The 'Uberisation' of work is not, in reality, a new phenomenon. It reintroduces the practices of 'on-demand' engagement of labour, common prior to the development of continuing employment. What is new, however, is the capacity of digital technology to engage labour in ways that avoid characterisation as employment according to the legal tests developed in the 20th century. This book tackles the challenge of ensuring that the emerging tribes of 'gig' workers in labour markets across the globe are afforded decent standards of work. This book discusses how to provide decent conditions and safe working standards for on-demand workers engaged through digital platforms. It interrogates the rise of gig work, and the legal strategies that might be engaged to deal with the risk that on-demand work will fall and remain outside of employment protections. Research on the growth of the precarious economy is of signifi cant interest as the economy increasingly becomes dependent on gig work. However, as platform and automated service work has grown, there remains a chasm in understanding the key aspects of digital labour. This handbook presents comprehensive theoretical, empirical, and historical accounts of the political economy of informal work from the late 20th century to the present. Platform work is a type of work using an online platform to intermediate between platform workers, who provide services, and paying clients. Platform work seems to be growing in size and importance. This study explores platform work in the EU28, Norway and Iceland, with a focus on the challenges it presents to working conditions and social protection, and how countries have responded through top-down (e.g. legislation and case law) and bottom-up actions (e.g. collective agreements, actions by platform workers or platforms). This national mapping is accompanied by a comparative assessment of selected EU legal instruments, mostly in the social area. Each instrument is assessed for personal and material scope to determine how it might impact such challenges. Four broad legal domains with relevance to platform work challenges are examined in stand-alone reflection papers. Together, the national mapping and legal analysis support a gap analysis, which aims to indicate where further action on platform work would be useful, and what form such action might take.
