Africa finds itself at the centre stage of world politics in the twenty-first century. To truly determine its rising influence and role in world affairs would mean unravelling the politics of imperialism, the Cold War and globalisation. The European Union has been one of the most vocal advocates of 'sustainable development', particularly in its dealings with developing countries. Even prior to the formulation of the UN Sustainable Development Goals (SDGs), the EU has insisted upon the need for sustainable approaches to poverty reduction and economic growth in the Global South. When examining EU relations with African countries as part of the African, Caribbean and Pacific (ACP) group, however, it becomes clear that the translation of Europe's sustainability discourse into practice is highly problematic. Notably, there are concerns that the EU's free market approach to development - embodied in its EPA trade deals - is incompatible with genuine, pro-poor forms of sustainable growth. Moreover, the EU is often seen as a hegemonic actor whose trade and aid interventions in Africa often do more to perpetuate poverty than to ameliorate it. This book casts a critical light on Africa-EU relations with regards to the EU's sustainability pledges. It does this through looking at an array of issues - not least trade, aid, the environment, and democratic institutions. In this vein, the book poses a challenge to EU trade and development discourse in the era of the UN SDGs. The chapters in this book were originally published as a special issue in Third World Thematics: A TWQ Journal.

La diatribe étant alimentée par l'instrumentalisation du partenariat Chine-Afrique condamnant la politisation des Droits de l'Homme pour l'attractivité de ses Plans d'action, le nouveau Fonds européen de développement durable (FEDD), notamment venu en renfort du FED peut-il accélérer la stratégie commune Afrique-UE ? Peacebuilding in Contemporary Africaexplores the challenges and opportunities faced by countries and societies transitioning from armed conflicts to peace in contemporary Africa. It evaluates the effectiveness, outcomes and failures of existing peacebuilding initiatives implemented by stakeholders, and proposes new strategies and approaches to facilitate the transition. The book investigates both micro-level and macro-level conflicts in various parts of Africa, as well as the efforts made to resolve them and build peace. The book pays particular attention to grassroots-based micro-level conflicts often disregarded in peacebuilding literature, which tends to focus on macro-level, neo-liberal state reconstruction and peacebuilding efforts. The book adopts an evidence-based, policy-relevant approach to peacebuilding in Africa. The various chapter contributors offer a lucid analysis and critique of some of the prevailing paradigms and strategies of peacebuilding practiced in Africa. Together, the authors recommend innovative strategies to mobilise and coordinate governance institutions and partnerships at all levels (international, regional, national, and local) to prevent conflict escalation in volatile states and advance the rebuilding of violence-affected states and communities. Maintenir la paix et la sécurité internationales est le but primordial de la Charte des Nations Unies au sortir de la Seconde Guerre mondiale. Toutefois un continent, l'Afrique, s'illustre par un nombre de conflits très important et par les efforts continuels de l'Organisation des Nations Unies à y maintenir la paix, efforts soutenus au niveau régional par l'Union africaine. La persistance des conflits armés sur le continent conduit à se questionner sur l'efficacité du maintien de la paix en Afrique par l'ONU et l'Union africaine, ainsi que sur les mécanismes mis en place par les deux organisations. Pour répondre à cette question, les deux grandes spécificités du maintien de la paix sont abordées : l'aspect institutionnel et l'aspect matériel, envisagé l'un et l'autre du point de vue de leur efficacité.

Depuis la mise en place d’une Politique de sécurité et de défense commune, au début des années 2000, l’Union européenne est devenue un acteur important du maintien de la paix dans le monde, s’aventurant ainsi dans un domaine longtemps resté la chasse gardée des États-nations de l’Europe. Le système décisionnel de cette politique reste très contrôlé et laisse peu de place à ce que les chercheurs nomment l’européanisation – soit l’influence des institutions et des normes européennes sur les politiques nationales. En revanche, la conduite de ces opérations donne lieu à d’importantes dynamiques de socialisation entre ceux qui coopèrent sur le terrain. Ce livre entend expliquer sans langue de bois ce que sont la politique étrangère et la politique de sécurité de l’Union européenne avec, comme fil conducteur, un cas de gestion de crise – une intervention de maintien de la paix menée au Tchad et en République centrafricaine en 2008-2009 – et le rôle qu’y ont joué les Français et les Irlandais. L’auteur, qui s’appuie en partie sur des entretiens qu’il a conduits avec les protagonistes de cette opération, illustre avec brio le fonctionnement, les défis et les limites de cette politique.

La Zone de libre-échange continentale africaine (ZLECAf), en cours de mise en place, est le premier accord multilatéral régional au monde en termes de nombre de pays et d'habitants. En parallèle, les dynamiques du multilatéralisme en Afrique sont multiples. Ainsi, certaines communautés économiques régionales (CEDEAO, COMESA) s'élargissent à de nouveaux partenaires, tandis que l'UMA est en situation de blocage. Ces constats suscitent l'essor de travaux ayant pour objet d'identifier les facteurs économiques et institutionnels d'une intégration réussie, ainsi que les avantages et les limites économiques et monétaires des processus d'intégration en Afrique. le sanalyses développées dans les huit chapitres de cet ouvrage prennent appui sur les résultats obtenus par le recours aux modèles d'équilibre général calculable et aux modèles de gravité.

La fuite en avant de l'Union européenne (UE) dans des Accords de libre-échange atteint le summum de l'absurdité en les imposant à l'Afrique de l'Ouest dont le PIB par tête est vingt-et-une fois inférieur au sien. Cet accord de "Partenariat" Economique (APE) lui ferait perdre 76% de ses recettes douanières sur ses importations de l'UE et entraînerait une forte montée du chômage par la perte de compétitivité de ses entreprises. Dans ce contexte il est très utile d'analyser les multiples manoeuvres et contre-vérités utilisées par la Commission européenne pour imposer l'APE de l'AO et les APEi de Côte d'Ivoire et du Ghana.

Do political leaders matter for development in Africa? Political leaders south of the Sahara have taken centre stage since countries in the region gained independence in the 1960s, yet a 'leadership trap' soon emerged with power-holders overstaying in office and chronic instability caused by coups resulting in decades of disappointing developmental performances. The beginnings of change are found in political reforms of the early 1990s, with many sub-Saharan countries introducing multiparty elections and an increasingly regular succession of leaders. But what impact did the new mechanisms for selecting leaders have on the political stabilization of African states, on the growth of their economies, and on the welfare of ordinary citizens? Drawing on a new dataset called the Africa Leadership Change (ALC), this innovative analysis of political leadership in Africa investigates the distinct leadership dynamics of development processes across the region from 1960 to 2018, revealing how, as Africa began to change its leaders and the way they reach power, these new leaders themselves began to change Africa.

Mit diesem Sammelband wird ein Beitrag zur aktuell kontrovers geführten Debatte über die Potenziale und Perspektiven der wirtschaftlichen Entwicklung Subsahara-Afrikas geleistet. Anders als die vom pessimistischen Diskurs oder von Schönfärberei geprägten Untersuchungen der Probleme und Chancen dieser Region basieren die Analysen von 20 renommierten Afrika-Experten in diesem Sammelband auf der Absicht, die Ursachen für den chronischen Widerspruch zwischen dem Reichtum dieser Region an Produktionsfaktoren und der Perpetuierung ihrer Lage als Hauptkrisenregion im weltweiten Vergleich aufzudecken. Africa is home to many of the world's fastest-growing economies. This powerful book traces new continental institutions for development and their capacity to affect economic growth, regional integration, and international cooperation in Africa. Over the past decade, the Democratic Republic of the Congo (DR Congo) and South Africa have attracted global attention for high rates of sexual and gender-based violence. Why is it that courts in eastern DR Congo prioritize gender crimes despite considerable logistical challenges, while courts in South Africa, home to a far stronger legal infrastructure and human rights record, have struggled to provide justice to victims of similar crimes? Lake shows that state fragility in DR Congo has created openings for human rights nongovernmental organizations (NGOs) to influence legal processes in ways that have proved impossible in countries like South Africa, where the state is stronger. Yet exploiting opportunities presented by state fragility to pursue narrow human rights goals invites a host of new challenges.
