Selected Online Reading on EU Strategic Partnerships

This book provides a critical and updated analysis of the nature of the EU's strategic partnership diplomacy, and of the partnerships themselves, in times of power shift and contestation. It links with key aspects of the EU's Global Strategy; it brings together a strong list of experts who work within a clear framework for analysis; and it deals not only with the substance of the policy but also with the ways in which the policy as a whole has emerged, is conducted and might develop in the future. In offering an inclusive set of case studies and diverse perspectives, this book aims to advance both conceptualization and analysis of the implementation of the established EU partnerships. The book highlights the notion of strategic partnership as a foreign policy instrument to support EU external action in a context of multilevel change and crisis; its policy dimension as a gradually separated, but not separable policy within the Union's external action; the institutional component given the emergence of SPs as a sort of self-preserving institutional platform allowing for denser and deeper cooperation in various policy areas; and the implications for the EU's self-conception as an international actor with a global identity and role.

India and the European Union bear a particular responsibility: as international relations change, not least because of the global COVID-19 pandemic, the two largest democracies in the world have the unique potential to jointly demonstrate that trusting cooperation and mutual understanding are both indispensable and fruitful--all the more so in the context of increasing national egoism and disregard for the fundamental principles of multilateralism. This realisation is not new. Believing in the necessity and mutual benefit of close cooperation, India and the EU struck a strategic partnership in 2004. But resounding success in forging closer bilateral ties and promoting an inclusive, rules-based global order has proved elusive. Since 2016, however, the EU's Global Strategy has offered new opportunities for a restart of European foreign policy, envisaging new partnerships and recalibrating existing ones. On India's part, too, changing stances have presented new openings--with New Delhi criticising protectionism and calling for a strengthening of multilateralism. This timely book scrutinises the status quo and the future potential of revitalised EU-India relations. By exploring and analysing conceptual approaches to and key dimensions of the strategic partnership, including trade, climate policy and development cooperation, it evaluates the prospects for future cooperation. Lastly, it offers policy recommendations for advancing the partnership between India and the EU.

Interregional cooperation in peace and security as key feature of the EU external relations is particularly relevant in Africa-EU relations. However, these efforts have not been systematically evaluated to date. Focusing specifically on interregional peace operations, this volume provides the first comprehensive evaluation of the Africa-EU Partnership on Peace and Security. It explains the effectiveness of interregional security cooperation across three cases: (1) the AU-EU response in the Central African Republic (2013) and (2) in Somalia (2007-2017), (3) and the ECOWAS-EU efforts in Mali (2012). The book makes a valuable empirical, theoretical, and methodological contribution to EU foreign policy, comparative regionalism, and conflict studies.

In post-Cold War international relations, strategic partnerships are an emerging and distinct analytical and political category critical in understanding the dynamics of contemporary strategic cooperation between states and International Organizations. However, the idea of strategic partnerships has remained under-theorized and overshadowed by the alliance theory. Addressing this clear-cut gap in the International Relations/Foreign Policy Analysis literature, this book originally endeavors to theorize and empirically test the analytical model of strategic partnerships as a new form of sustainable international cooperation in times of globalized interdependence and turbulence.Framed by the mixed-methods research strategy as well as essentially drawing on software-supported content analysis and statistical hypothesis testing, this book empirically explores fourteen of the most-diverse case studies of strategic partnerships forged by the European Union, NATO, ASEAN and the Andean Community. It challenges and tests a number of advanced scholarly propositions on the notion of these partnerships and succeeds in confirming the allegedly most salient assumptions -strategic partnerships are innately goal-driven and trust-based frameworks of sustainable bilateral alignment and structured international engagement in twenty-first century world politics.This edited volume addresses topical issues for both theory and practice of international relations, for it will enjoy a broad appeal among three major audiences and markets: academics and policy analysts, policy professionals and graduate and postgraduate students.

Both the European Union and Japan have been major beneficiaries and supporters of the liberal international order, first led by the United States since the end of World War II. During this period, they have emerged as global powers, however, the very order that nurtured their rise is now facing twin threats. First, through authoritarian China¿s promotion of alternative models of global governance, and second from a crisis of liberalism, manifested in the policies of President Donald Trump and Brexit. This book explores these challenges faced by both the EU and Japan, providing a multidisciplinary approach to studying the relationship between the two. It analyses their cooperation in terms of security, defence and trade and examines how their shared normative values are ultimately implemented. Having recently concluded an Economic Partnership Agreement and with a Strategic Partnership Agreement in the pipeline, this book asks whether they can convert their latent and modest cooperation into an alternative form of leadership and an antidote to the illiberal tide sweeping the developed world? This edited volume provides a timely analysis of the European Union's 'privileged' partnerships with neighbouring countries, identifying key points of comparison. It analyses which policy areas are covered and why, the reasons why a specific institutional arrangement has been chosen, the major advantages and shortcomings for both sides and how effectively the privileged partnerships have worked in practice. Drawing on a number of case studies, the book highlights critical junctures and path dependence in the EU's external relations and examines what general lessons can be drawn regarding privileged partnerships, in particular with a view to the UK's post-Brexit relationship with the EU. This book explores the images and perceptions of the EU in the eyes of their Strategic Partners. Spanning four continents, these ten important global actors - the BRICS together with the USA, Canada, Japan, South Korea and Mexico - are of profound significance to the EU in economics, politics, security and global governance. In 2015, the volume's editors and contributors were commissioned by the European External Action Service to research these countries' perceptions towards the EU. The research highlights how in changing multilateral settings, images and perceptions significantly influence the behaviour and foreign policy choices of actors. The findings presented in this book helped to inform the content and focus of the 2016 EU Global Strategy, and will be of interest to scholars, students and practitioners of EU foreign policy, European integration and public diplomacy.

"America First" is "America Alone" Foreign policy is like physics: vacuums quickly fill. As the United States retreats from the international order it helped put in place and maintain since the end of World War II, Russia is rapidly filling the vacuum. Federiga Bindi's new book assesses the consequences of this retreat for transatlantic relations and Europe, showing how the current path of US foreign policy is leading to isolation and a sharp decrease of US influence in international relations. Transatlantic relations reached a peak under President Barack Obama. But under the Trump administration, withdrawal from the global stage has caused irreparable damage to the transatlantic partnership and has propelled Europeans to act more independently. Europe and America explores this tumultuous path by examining the foreign policy of the United States, Russia, and the major European Union member states. The book highlights the consequences of US retreat for transatlantic relations and Europe, demonstrating that "America first" is becoming "America alone," perhaps marking the end of transatlantic relations as we know it, with Europe no longer beholden to the US national interest.

As tensions between China and Japan increase, including over the disputed islands in the East China Sea, Japan has adopted under Prime Minister Abe a new security posture. This involves, internally, adapting Japan's constitutional position on defence and, externally, building stronger international relationships in the Asia-Pacific region and more widely. This book presents a comprehensive analysis of these developments. It shows how trust and co-operation with the United States, the only partner with which Japan has a formal alliance, is being rebuilt, discusses how other relationships, both on security and on wider issues, are being formed, in the region and with European countries and the EU, with the relationships with India and Australia being of particular importance, and concludes by assessing the likely impact on the region of Japan's changing posture and new relationships.
