Security in the Sahel

Against the backdrop of terrorist activity and the emergence of new conflicts in the MENA region, this book identifies factors of political contestation and analyzes organizational forms and dynamics of terrorism and conflict in North Africa and the Sahel. Written by an international selection of authors from different fields, the book covers topics such as the radicalization of terrorist organizations operating in the region, the financing of terrorism, the role of migration, the radicalization of women, the influence and motives of great powers and external factors such as France in the region, and the impact of the war in Ukraine. The book appeals to scholars and students of politics and international relations as well as African and Middle Eastern studies.

Challenging western and francocentric accounts of military interventions in the Sahel, Katharina P. W. Döring foregrounds the response of African regional organizations to armed violence since 2012. Based on extensive empirical research, she reconstructs the experiences of African intervenors in planning and deploying missions in the region. The book outlines the complex constellation of actors who shape African military politics, including presidents, diplomats, and bureaucrats. Drawing upon insights from critical geography, Döring considers the oft-neglected role that space - at once relational and changing - plays in the power dynamics of the region. In so doing, she offers a fresh perspective on military deployments and their politics. Amidst the current resurgence of nationalist geopolitics, this study and its findings have far-reaching implications for the analysis of military politics in Africa and beyond.

Karoline Eickhoff provides an in-depth analysis of the role that national ownership as a key policy principle of international development and peacebuilding plays in shaping the discourses and practices of external interventions in the context of the peace process in Mali. Engaging critically with the day-to-day work experience and perceptions of practitioners working on supporting the reform of the Malian security sector in 2015-2016,the author explores how external actors 'make sense' of an abstract policy model vis-à-vis other organisational demands and constraints arising at the field level. This book concludes with policy recommendations on how the gap between ownership policy and external actors' field-level practices can be addressed.

In January 2012, the National Movement for the Liberation of Azawad (MNLA), a group dominated by members of the Tuareg ethnic group, launched a military uprising seeking the independence of Mali's vast but sparsely populated north as the democratic, secular nation-state of Azawad. Azawad's Facebook Warriors tells the extraordinary story of a small group of social media activists who sought to broadcast the MNLA's cause to the world. Azawad's Facebook Warriors offers a groundbreaking new study of the MNLA's use of social media through the original analysis of more than 8,000 pro-MNLA Facebook posts published over a four-year period and interviews with key architects of the MNLA's media strategy. The book further places the MNLA's social media activism in context through a nuanced treatment of northern Mali's history and an unparalleled blow-by-blow account of the MNLA's role in the Malian civil war from 2012 through 2015. More broadly, through the case study of the MNLA, the book argues that studying rebel social media communications, a field that has until now unfortunately received scant scholarly attention, will prove an increasingly important tool in understanding rebel groups in coming years and decades.

The book analyses the management of the internal displacement caused by activities of Boko Haram's terrorist insurgence in Nigeria. With over 3.1m persons displaced, the humanitarian crisis is at teeter ends with acute malnourishment, inadequate wash and non-relief materials, improper hygiene facilities, and lack of access to basic relief aid for displaced persons. The array of humanitarian organisations  belies the concrete living conditions of displaced persons and calls to question the huge resources assumed to be expended on managing the humanitarian crisis in the northeast of Nigeria and the Lake Chad Basin in general. Based on ethnographic research in IDP camps, the book chronicles the concrete living conditions of displaced persons and argues that IDPs in Northeastern Nigeria have been victimised first by Boko Haram's terrorism, and then victimised again by inefficient, un-coordinated, and unsuitable displacement management programs. This book also explicate the roles played by the Nigerian government and international aid agencies in managing this displacement, vis-à-vis a comparative analysis of similar, but better managed displacement situations in Kenya, Lebanon, and Turkey.

The book argues that in order to better understand the undercurrents of the Niger Delta conflict, it is imperative to analyse the dynamics of choice in terms of the distinct courses of action taken by the Ogoni and Ijaw. Given the similar structural constraints, the author considers why the Ogoni adopted nonviolent resistance, and the Ijaw violent resistance. This book is divided into seven chapters starting with an introduction to oil and political violence in African conflicts, and includes a synoptic overview of four other resource-rich countries in Africa. Theoretical and conceptual underpinnings of conflict are then presented with the aim of situating the Niger Delta conflicts within the wider conflict literature. Chapter Three concentrates the discussion on the Nigerian Niger Delta, outlining the core issues at the centre of the contestations. The following three chapters offer an in-depth empirical analysis on the interaction between the narratives on nonviolence versus violence, the nature of leadership styles, and the organisation of the Ogoni and Ijaw movements along with a concluding chapter.

This timely 2 volume edited collection looks at the extent and nature of global jihad, focusing on the often-exoticised hinterlands of jihad beyond the traditionally viewed Middle Eastern 'centre'. As ISIS loses its footing in Syria and Iraq and al-Qaeda regroups this comprehensive account will be a key work in the on-going battle to better understand the dynamics of the jihads global reality. Critically examining the global reach of the jihad in these peripheries has the potential to tell us much about patterns of both local mobilisation, and local rejection of a grander centrally themed and administered jihad. Has the periphery been receptive to an exported jihad from the centre or does the local rooted cosmopolitanism of the jihad in the periphery suggest a more complex glocal relationship? These questions and challenges are more pertinent than ever as the likes of ISIS and many commentators, attempt to globally rebrand the jihad and as the centre reasserts its claims to the exotic periphery. Edited by Tom Smith (Portsmouth), Kirsten E. Schulze (LSE) and Hussein Solomon (UFS) the two volumes critically examine the various claims of connections between jihadist terrorism in the 'periphery', remote Islamist insurgencies of the 'periphery' and the global jihad. Each volume draws on experts in each of the geographies in question. The global nature of the jihad is too often taken for granted; yet the extent of the glocal connections deserve focused investigation. Without such inquiry we risk a reductive understanding of the global jihad, further fostering Orientalist and Eurocentric attitudes towards local conflicts and remote violence in the periphery. This book will therefore draw attention to those who overlook and undermine the distinct and rich particularities of the often-contradictory and cosmopolitan global jihad. In many of the peripheries, particularly those with intensive large-scale insurgencies, there is extensive international military alliance. The Bush doctrine to 'fight them over there, so we don't have to fight them over here' certainly looks to be alive and well in places like Somalia, the Philippines and Niger amongst many others. Crucially we must ask - is such reasoning sound - is the threat global and if so in what way? Furthermore - is action in the peripheries under the guise of combating the global jihad overlooking the local issues and threatening to make a wider threat where it was otherwise contained? Diagnosing nations or regions as 'breeding grounds' or 'sanctuaries' of global jihad carries the spectre of having to chose sides in a battle of civilisations, which looms over a number of developing nations reliant on good western relations.

This book analyses the European Union's (EU) approach to peacebuilding in its Common Security and Defence Policy (CSDP) missions, and explores how this approach impacts the EU's role in international conflict management. Peacebuilding carried out through CSDP instruments has become central to the self-conception of the EU as an actor in international conflict management. EU missions and operations have, for the most part, been deployed to promote peacebuilding efforts in post-conflict situations, in particular through capacity-building, reforms and rebuilding of state structures. This book focuses explicitly on the peacebuilding dimension of the CSDP while exploring why and how the EU has adopted peacebuilding in its CSDP actions as a norm and a practice. It analyses how peacebuilding in EU missions is conceptualised, designed, governed and implemented. The book examines the extent to which EU missions and operations reflect a normative and practical commitment of the EU to peacebuilding - that is to say, the extent to which CSDP instruments have been shaped by international peacebuilding norms and EU foreign policy. Drawing on empirical insights from decision- and policymaking processes in Brussels as well as from missions in Mali and in Bosnia and Herzegovina, this book offers critical perspectives on the EU's role as an international peacebuilding actor. This book will be of much interest to students of European security, EU policy, peace and conflict studies, security studies and international relations.

This open access book on the state of peacebuilding in Africa brings together the work of distinguished scholars, practitioners, and decision makers to reflect on key experiences and lessons learned in peacebuilding in Africa over the past half century. The core themes addressed by the contributors include conflict prevention, mediation, and management; post-conflict reconstruction, justice and Disarmament Demobilization and Reintegration; the role of women, religion, humanitarianism, grassroots organizations, and early warning systems; and the impact of global, regional, and continental bodies. The book's thematic chapters are complemented by six country/region case studies: The Democratic Republic of Congo, Rwanda, Sierra Leone, Sudan/South Sudan, Mozambique and the Sahel/Mali. Each chapter concludes with a set of key lessons learned that could be used to inform the building of a more sustainable peace in Africa. The State of Peacebuilding in Africa was born out of the activities of the Southern Voices Network for Peacebuilding (SVNP), a Carnegie-funded, continent-wide network of  African organizations that works with the Wilson Center to bring African knowledge and perspectives to U.S., African, and international policy on peacebuilding in Africa. The research for this book was made possible by a grant from Carnegie Corporation of New York.

Despite efforts to normalize its post-colonial relationship and the downsizing of its permanent military presence, France remains a sought-after security provider in Africa. This book uncovers individual and collective motivations that drive French foreign and security policy in Africa. It explains French interventionism by drawing on actors' subjective perceptions of reality and seeks to answer why French decision-makers are ready to accept the considerable risks and costs involved in guaranteeing the security of African countries. Adopting an actor-centric constructivist ontology, the author traces the emergence and subsequent development of ideas throughout the decision-making processes that led to Operation Serval in Mali and Operation Sangaris in the Central African Republic.

Assessing the different kinds of borders between African nations, the contributors present a borderland and trans-region approach to understanding the challenges and opportunities facing the peoples of the African continent. Africa faces rampant violence, terrorism, deterioration of water-energy-food provision, influxes of refugees and immigrants, and religious hatred under the trends of globalization. Solutions for these issues require new perspectives that are not attempted by conventional state-building approaches. Statehood is limited in many places on the African continent because many states are combined by loose political ties. African states' borders tend to be regarded as porous and fragile. However, as the contributors to this volume argue, those porous borders can contribute to cultural and socio-economic network construction beyond states and the creation of active borderlands by increasing people's mobility, contact, and trade. A must read for scholars of African studies that will also be of great value to academics and students with a broader interest in nationhood, globalization, and borders.

This book examines how African states can build the institutional capacity to better prevent, manage and cope with the new security challenges posed by violent religious extremism. Despite the evidence that violent religious extremism is exacerbated by underlying social, political, economic and governance factors, many states have focused their efforts only on reactive and coercive response strategies, overlooking more long-term measures. This comparative study of Nigeria and Kenya reflects on why insurgency in Kenya has not escalated to full blown terrorism as it has with Boko Haram in Nigeria, in spite of the similarities in relatively weak institutions of governance and colonial legacies across the two countries. The book interrogates the policy and institutional responses that have been put in place in both countries to address security challenges, and the extent of their efficacy in light of the intricate networks of politics, governance, corruption, poverty and violence and the relative fragility of state institutions. The authors highlight the areas of convergence and divergence in institutional capacities and recommend policies to enhance the capacity of institutions to manage violent religious extremism. This book will be of interest to scholars of African Politics, Security, Peace Studies and Terrorism.

This book examines the political and military dynamic between threatened local regimes and Western powers, and it argues that the power of informal politics forces local regimes to simulate statebuilding. Reforms enabling local states to take care of their own terrorist and insurgency threats are a blueprint for most Western interventions to provide a way out of protracted internal conflicts. Yet, local regimes most often fail to implement reforms that would have strengthened their hand. This book examines why local regimes derail the reforms demanded by Western powers when they rely on their support to stay in power during existentially threatening violent crises. Based on the political settlement framework, the author analyses how web-like networks of militarized elites require local regimes to use informal politics to stay in power. Four case studies of Western intervention are presented: Iraq (2011-2018), Mali (2011-2020), Chad (2005-2010), and Algeria (1991-2000). These studies demonstrate that informal politics narrows strategic possibilities and forces regimes to rely on coup-proofing military strategies, to continue their alliances with militias and former insurgents, and to simulate statebuilding reforms to solve the dilemma of satisfying militarized elites and Western powers at the same time. This book will be of much interest to students of statebuilding, international intervention, counter-insurgency, civil wars, and international relations.

This book concerns the United Nations' peacemaking, peacekeeping, peace-building, and post-conflict reconstruction efforts in Africa from 1960 to 2021. Succinctly discussed are historic and contemporary peace, security, and economic engagements within 18 countries spanning eight African regions: the Great Lakes; the Economic Community of Central African States; East Africa; the Horn of Africa; North Africa; the Sahel Region; West Africa; and Southern Africa. The book develops a neo-realist and imperialist critique that discusses how resource-rich, conflict-ridden states have become easy targets for capitalists, terrorists, and transnational crime, aligned to geostrategic parochial interests. Critically argued is that endogenous economic growth factors, if applied effectively, can achieve both peace and security, and meet the Global Sustainable Development Goals. Such efforts require constructive engagement with the five permanent members of the UN Security Council: China, France, Russia, the UK, and the US. However, the book contends that the cornerstone of multilateral engagement involves Africa's 55 states and the African Union's three major pillars: the Peace and Security Council, the African Governance Architecture, and the Post-Conflict Reconstruction Development Centre, which have the ability to move resource-rich, conflict-ridden states out of transnational crime and poverty.   This book offers wide-ranging analyses of contemporary African diplomacy and a compelling critique of UN peacekeeping efforts in Africa, which resonates to scholars  of international relations, peace and conflict studies, and African politics.

Long on the margins of both scholarly and policy concerns, the countries of the West African Sahel have recently attracted world attention, primarily as a key battleground in the global 'war on terror'. This book moves beyond this narrow focus, providing a multidimensional and interdisciplinary assessment of the region in all of its complexity. The focus is on the six countries at the heart of the Sahelian geographic space: Senegal, Mauritania, Mali, Burkina Faso, Niger, and Chad. Collectively, the chapters explore the commonalities and interconnections that link these countries and their fates, while also underscoring their diversity and the variations in their current realities. The Sahel today is at an important crossroads, under multiple pressures of diverse kinds: environmental, political, demographic, and economic, as well as rapidly changing social and religious dynamics. It is also marked by striking dynamism and experimentation, drawing on a long history of innovation and cultural transfer. In many ways the Sahel is today on the cutting edge of grand natural experiments exploring how humans will adapt to climate change, to technological innovation, to the global movement of populations and the restructuring of world politics, to urbanization, social change, and rapid demographic growth, and to inter-religious contact. The region is a weathervane on the front lines of the forces of global change. In nine thematic sections, the chapters in this book offer holistic analyses of the key forces shaping the region. Including scholars based in Africa, Europe, and the United States, the authors represent an exceptional breadth and depth of expertise on the Sahel.
